PENDING - DRAFT RULES
IEMA is preparing to file amendments to 32 Illinois Administrative Code 340, 346, 350, and 351* to meet compatibility with the U.S. Nuclear Regulatory Commission pursuant to RATS ID 2020-1 and 2020-3. Links to the drafts are provided below. Any questions or comments concerning this draft can be directed to Louise Conway, Staff Attorney, at Louise.Conway@illinois.gov until January 31, 2023. These amendments have not been filed for promulgation yet; however, IEMA anticipates filing for First Notice in the next couple months. The public, including all affected entities, will have the opportunity to submit comments during the First Notice period once the amendments are published in the Illinois Register. IEMA will continue to provide any updates regarding the status of the amendments on this webpage.
*32 Ill. Adm. Code 351: IEMA made multiple changes to Part 351; therefore, IEMA is going to propose repealing the current rule and replacing it with a new rule in order to be less confusing during the rulemaking process. The draft of Part 351 is the new rule in its entirety.
State Not-for-Profit Security Grant Program, 29 Ill. Adm. Code 120: Proposed/Emergency rulemakings were published on November 18, 2022, in the Illinois Register, Vol. 46, Issue 47, beginning on pages 18449 and 18882 respectively. The Proposed/Emergency rulemakings provide the requirements and procedures for the State Not-for-Profit Security Grant Program authorized by Section 5(g-5) of the Illinois Emergency Management Agency Act, 20 ILCS 3305. IEMA will accept written comments from the public on the Proposed rulemaking until January 3, 2023. Follow the instructions in the Illinois Register to submit comments.
