HMGP DR-4461-IL Sub-applicant Information

Regional Coordinators/Directors,

Please consider this opportunity to apply for grant funds to implement some of the actions identified in your FEMA approved local hazard mitigation plan. The President declared a Major Disaster (FEMA‐4461‐DR) for the State of Illinois as the result of flooding along the Mississippi and Illinois Rivers. As a result of the disaster declaration on September 19, 2019, Hazard Mitigation Grant Program (HMGP) funds are available statewide for eligible sub‐applicant s to apply for projects that reduce risk to people and prope rty from natural hazards and their effects. The deadline to submit HMGP pre-applications to the IEMA Mitigation Branch is 5:00 p.m. on Friday, February 7, 2020. The Interagency Mitigation Advisory Group will meet in February to prioritize HMGP pre‐applications. The sub-applicant with the highest-ranking pre‐applications will be invited to develop full HMGP applications. A blank HMGP pre‐application is attached. 

IEMA Mitigation Branch staff will be conducting a series of four (4) webinars to discuss HMGP rules, deadlines, and answer any questions about the program. The HMGP webinar dates and times are attached to this email. An identical presentation will be given on all four (4) webinar dates. Please note that the HMGP webinars are for local officials. Residents should NOT be invited to attend. It is up to each county EMA Director to distribute the HMGP webinar schedule to county, city, village, and township local officials that may be interested in developing an HMGP application. Please send these webinar dates and pre-application form to any eligible sub-applicant in your county that may be interested in applying for the program.
