THE DEADLINE FOR FILING 2008 DATA HAS BEEN EXTENDED TO
MONDAY, MARCH 16, 2009

Owners or operators of facilities that have hazardous chemicals on hand in quantities equal to or greater than set threshold levels must submit Tier 2 forms between January 1 and March 1 for the previous calendar year.

The purpose of the Tier 2 form is to provide State and local officials and the public with specific information on hazardous chemicals present at your facility during the previous calendar year.

The Illinois Emergency Management Agency (IEMA) requires all regulated facilities to submit Tier 2 information electronically by using Tier 2 Manager, IEMA's Tier 2 on-line filing system. Each facility's username is unique to its physical (9-1-1) address.

IEMA also requires all 302 (EHS) and 311 (MSDS) submissions be made by using Tier 2 Manager. Hard-copy submissions are not accepted.

For Reporting Year 2008, there are two (2) new required fields in Tier 2 Manager's Facility Section: 1) drop-down box to select a facility's jurisdictional fire department and 2) addition of a North American Industry Classification System (NAICS) number. NAICS is replacing the SIC Code. To compare SIC/NAICS codes, go to the Census Bureau's Website listed below. There are no additional requirements for the chemical or attachment sections.

Facilities that reported in 2007 may use their username and password information to access Tier 2 Manager (see link below). Click on "Sign In" on the Tier 2 Manager Start-up Screen and enter the User ID and Password. If you don't remember your username & password, please send a request to ema.tier2mgr@illinois.gov. Please include your facility name and physical address in request. Due to security concerns, if a consultant requests a username/password on behalf of their client facility, IEMA must receive the request from a FACILITY representative using a facility-related e-mail address. The facility representative may "cc" the consultant in the request and ask that IEMA "reply to all" when responding.

Facilities that reported in 2007, but are not subject to reporting in 2008, should make the facility inactive on the Tier 2 Manager Facility Home Page.

Facilities that didn't file in 2007, but are subject to reporting for 2008, should contact IEMA, at ema.tier2mgr@illinois.gov for a state-issued User ID and Password. In order to set up a user profile, please include the facility name, physical address, city, and zip code, as well as a facility representative's name, telephone number, and e-mail address.
