US EPA / EPCRA Rule for Large Concentrated Animal Feeding Operations (CAFOs)
US EPA's Final Rule went into effect on January 20, 2009, requiring initial contact to IEMA and the Local Emergency Planning Committee. The rule also requires a written report to be submitted to the same entities within 30 days fo the initial contact. IEMA has worked with surrounding states to create a uniform reporting form and supporting method for calculating releases. A "fillable" version of the reporting form and instructions are available here,
as well as on the University of Illinois Extension website. Calculation sheets are available by following the U of I Extension link: www.livestocktrail.uiuc.edu/manure/.
A copy of the Report should be sent via e-mail to IEMA at ema.mailbox@illinois.gov, with a duplicate copy sent to your Local Emergency Planning Committee (LEPC). LEPC contact information is available in this LEPC Contact spreadsheet.
